Bioavailability - the proportion of a drug or other substance which enters the circulation when introduced into the body and so is able to have an active effect.

Bioavailability is a factor when taking CBD that many fail to consider. It is the actual amount that is absorbed into the bloodstream-which may differ from what is labeled on the bottle. Whether you take a sublingual tincture, edible, vape or smoke, or use CBD topically, each method has different percentages that actually are absorbed.
When going to a doctor and getting a prescription, the bioavailability has already been predetermined according to the medication and what the patient needs. 
Most people don’t consider this only because they’ve found how much CBD works for them before factoring in how much their body actually absorbs. But if they were to actually do the math, they would find out they are actually using only a percentage of this. You still must also consider that everyone is different and higher doses may affect them slightly different than the next person.
Some CBD companies will actually tell you the bioavailability of their product. But most of the time - the math is done by the consumer or already considered when choosing their CBD products.

Going to a reputable CBD distributor is the most important factor when it comes to actually distinguishing how much CBD you actually absorb. Anyone can hand you a bottle of CBD and say “Here is 1000mg of CBD.” But you aren’t actually getting 1000mg.
 I’ve seen the confusion to the point of where a person actually believed they were taking 1000mg of CBD per dose (it was a 1000mg bottle) but were actually getting 33.33mg. And that is a huge difference. And it’s frustrating on both ends as a seller or a consumer. Especially when a consumer has been ill informed.

Then you have to consider the bioavailability. 
CBD Sublingual Bioavailability is around 20-35%. This can vary as well depending on the type of carrier oil your CBD is in. Common options are MCT Oil, Hemp Seed Oil, and Olive Oil. There is also an option called Water Soluble where the CBD molecules are extremely small and absorb at a much faster rate.
